Energy performance diagnosis

"The energy performance diagnosis is a document systematically provided in the event of the sale or rental of a dwelling. It gives a thermal state of the habitat by a label classified from A to G. Everything about the DPE, which made the subject to a reform that came into force on July 1, 2021.

ECD reform: what changes since July 1, 2021?

The reform of the energy diagnosis, which entered into force on July 1, 2021, took concrete form through two decrees published in the Official Journal of December 18, 2020 and three decrees published in the Official Journal of April 13, 2021. It results in new modifications for DPEs made since that date.

The changes result in:

a new mode of calculation of the DPE: only the conventional consumption calculation method (known as 3CL) is used, to the detriment of the method known as "on invoices" (see below)
input data offering an ECD that is more representative of housing performance (administrative data, equipment, etc.)
a unique and transposable energy performance assessment method for all types of housing, regardless of their age
greater readability of the DPE: it now only offers one energy label per letter (going from A to G), which includes primary energy consumption and greenhouse gas emissions
opposability of the DPE to third parties (seller, owner, lessor)
PLEASE NOTE: from January 1, 2022, the estimate of the annual energy bill for housing (expressed in euros) must appear on the advertisements published by real estate agencies.

How much does an ECD cost and who pays?

The bill for a DPE varies greatly depending on the size of the accommodation. Its price is not regulated. The costs charged vary, depending in particular on the year of construction and the size of the property to be valued.

It takes a little less than 100 euros for a small apartment (studio / one room) and up to almost 250 euros for larger areas. For a house, you have to anticipate a slightly higher expense (+ around 10%).

It is up to the owner-seller or the lessor to pay the DPE to the certified diagnostician.

PLEASE NOTE: the cost of the DPE is deductible from rental income when the landlord opts for the actual tax regime.

How long is the real estate diagnosis valid for?

According to a decree published in the Official Journal of December 18, 2020, the duration of new energy performance diagnostics (carried out since July 1, 2021) remains ten years.

On the other hand, the validity date of the old DPEs (those carried out before July 1) has been modified as part of the reform. Thus, the diagnoses produced between 2013 and 2017 will become obsolete by the end of 2022 at the latest. Those that have been carried out since 2018 and until the day before the entry into force of the new DPE will not be used to conclude a sale or sign a lease. only until the end of 2024."
